I'm not a CoD player, but this seems like a random shot to me. In SWAT, when you hear enemy coming by, you can also shoot through stuff to kill him (wooden doors for example).

I dont think this is enough to ban him, maybe it was luck but he could also see you just before the flash hit, here. And he also got tagged by someone from exactly that direction, maybe he was trying to hit him and not you?
