server binds! 1st round is knife!?

its possible to make binds or a text which is shown in the server ,like: we are recruiting.... !!!???!

maybe someone could make a bind which says: 1st round is knife only! knife or kick or something like this! so it will be clear for every1 and no1 can say ooooOh i didnt know! rly annoying to kick every map some idiots for breaking tha rules!
 
in promod its thing we do almost alltime so i think it would be good to add that thing to CONSOLE SPAM i can make Poll for this so no one spam here xD
